        The Embassy of Denmark in Myanmar will establish a monitoring and evaluation mechanism for the implementation of the future Denmark — Myanmar Country Programme 2016-2020. The M&E Consultancy will collect and prepare results from programme engagements and consolidate these for reporting and learning on country programme level. The M&E Consultancy shall assist the Embassy of Denmark and its implementing partners to assess the progress and performance of the Country Programme with the purpose of maintaining high implementation effectiveness and efficiency as well as learning and dissemination of results, for further information see II.2.4).

        The purpose of the M&E Consultancy is: 1) Provide continuous systematic, structured and strategic management information, and 2) Increase the capacity of the Embassy Development Engagement (DE) implementing partners with regards to Results Based Management (RBM) as well as the Programme Theory of Change. The scope of services will include:

        — Support to the refinement and revision of the results framework.

        — Assistance in reflecting the Sustainable Development Goals within the Programme and DE documents results frameworks.

        — Facilitate workshops in the areas of the assignment.

        — Provide training and mentoring of relevant implementing partner staff in M&E approaches and methodologies, etc.

        — Review and consolidate M&E data and information from DE, and prepare and present M&E reports, focusing on specific themes and/or issues.

        — Provide quality assurance oversight of the M&E information generated by engagement partners for each of the DE under the Programme.

        — Prepare the draft and final Annual Programme Report.

        — Provide recommendations concerning the risk management systems applied in the Programme, as well as proposing changes to the Programme theory of change model.

        — Advice relevant implementing partners regarding results based reporting and communication as well as documenting and sharing good practices and lessons learnt.

        — Assist in consolidating information on status, results and development in risks and other factors impacting on successful Programme implementation as a contribution to the internal Danida Annual Country Report.

        — Contribute to the Embassy"s work on Public Diplomacy communicating results through case stories.

        A core team of 2 experts (Team Leader and M&E expert) is required. It is a minimum requirement that the Team Leader is assigned at least 25 % of a full time position over the contract period. In addition, there will be a need for short term experts for follow-up on specific issues not covered by the core M&E Consultancy team.

        The following deadlines apply to the lodging of appeals pursuant to the Danish Act on The Complaints Board for Public Procurement (Lov om Klagenævnet for Udbud) (the Act is available at Appeals for not having been prequalified must be submitted to the Danish Complaints Board for Public Procurement (Klagenævnet for Udbud) within 20 calendar days calculated from the day after the day when the contracting authority has notified the applicants concerned which applicants have been prequalified provided that the notification has included a short explanation of the relevant grounds for the decision.

        In other situations, appeals regarding tender procedures must be lodged with the Complaints Board for Public Procurement within 45 calendar days after the contracting authority has published a notice in the Official Journal of the European Union that the contracting authority has concluded the contract. The deadline is calculated from the day after the day when the notice was published.

        The complainant must no later than at the same time as lodging the appeal with the Complaints Board for Public Procurement notify the contracting authority that an appeal has been lodged with the Danish Complaints Board for Public Procurement and whether the appeal has been lodged within the standstill period, see section 3(1) of the Act. In the event that the appeal has not been lodged within the standstill period, the complainant must furthermore indicate whether he has requested a suspensory effect of the appeal, see clause 12(1) of the Act.
